  2. Checks the contact's consent record and refuses to dispatch without explicit opt-in
  3. Holds the message unless it is inside the allowed quiet-hours window in the contact's time zone
  4. Checks an idempotency key so the same contact, milestone and date never sends twice
  5. Sends through the official API or a managed gateway only after all gates pass, keeping email as the primary report
